One Semen Bank is also located in
ICDP complex Sirsa. Deputy Director,
I.C.D.P. Sirsa is looking after its all activities. This bank plays an important role in the
breeding activities of Distt. Sirsa
and Fatehabad. It caters all the
requirements of LN2 and Cow & buff. Bulls semen straws of both

One vehicle
Tata-407 is provided for transportation of LN2 gas
and semen straws. LN2 gas
collected from Noida (U.P).
Approximately 1650 ltr. Gas is transported per week in 50 ltr.
Capacity jars.
Cow & Buff. Bull semen straws are
collected from Semen Banks, Hisar, Jagadhari and Gurgaon. The gas and
semen straws are supplied to different vety. Institutions of distt. Sirsa
(206 instt.) and Distt. Fatehabad 109 instt.). The distribution routes of vehicle have
been fixed 10 days in Distt. Sirsa and 5 days for Fatehabad. A total of 330 cryocan jars of different
capacity have been kept in vety. Institution of distt. Sirsa and 272 in Distt.
Fatehabad for preservation of straws.
Besides breeding
activites certain other important activities for the benefit of animal
breeding are also performed by Semen Bank.
The HLDB through Semen Bank
provides incentive money for the breeders of identified Murrah Buffaloes i.e.
Rs. 1000/-, 5000/- and 6000/- for each buff. giving 12-15 Kg, 15-18 Kg,
& 18 Kg. and above
respectively.
50% insurance
premium share money for identified buffaloe and other
non-recorded buffs, cows and bullocks and
mini dairy animals provided by board.
Young male buff. Calves of identified murrah buffs.
Are purchased from the breeders and sent to rearing centre, Bhiwani. After maturity some of the bulls are
reserved for semen banks and rests are
supplied to Gram Panchayats at normal price for natural breeding. The whole cost of cows is borne by HLDB.
Cess on milk is collected from the
Milk Plant Sirsa by Semen Bank.
Financial and physical
assistance is given by the semen Bank staff for various departmental
activities like – Calf Rallies, Animal Herd Health Camps, Women Awareness
camps, VLDAs’ A.I. Refresher trainings etc.

Animal Husbandry is the main allied agricultural activity in the
district particularly Dairy farming and Sheep rearing. A Milk Plant has been set up at Sirsa. The climate and physiographic conditions of
the district are suitable for rearing of sheep, Buffaloes and camels.
To increase optimum production of milk, wool, meat etc. by
ensuring better health environment management and vety. Services, the Animal
Husbandry Department is providing regular services like deworming of small
and large animals, preventive vaccinations, quality breeding services,
improved management practices. This
result in economic upliftment of livestock owners through making their herd
healthy and generating extra income through increased livestock production
and their activity. The primary aim of
the animal husbandry activites are to
develop infrastructures and provide sustainable source of income for all
those families who are engaged in livestock production.

Schemes of Department :-
1.
Mini Dairy Scheme
The Dairy Farming being an important income generating activity
and source of mass employment ans also in view of the Govt. Policies issued
from time to time for increasing / generating the employment opportuinities
by way of providing subsidies under various Govt. Schemes, the Govt. of
Haryana is pleased to revise the existing scheme and to formulate a new
comprehensive scheme for providing employment and other facilities for
providing employment to the unemployed men / women, widows, ex-servicemen of
the urban / rural areas in the state of Haryana through Dairy Farming with
the following features, terms and conditions :-
Objectives of the Scheme :
i)
To
provide self-employment to the educated / uneducated unemployed men/women,
widows of all the all categories, exservicemen.
ii)
To
raise socio-economic standard of weaker sections of the society.
iii)
To
increase the production of milk at lower cost, fulfilling the requirements of
consumers in general and milk plants of the state in particular.
iv)
To
meet the requirement of quality dairy products and balanced diet for all
sections of the society for adequate nutrition through clean milk production
with modern scientific/extension.
v)
To
gradually replace the poor quality of animals with good quality animals.
Eligibility :
i)
Rural
/Urban unemployed men/women, widows and exservicemen of Haryana
ii) Working knowledge of Hindi/Urdu
iii)
Between
the age of 18 to 50 years (ExServicenmen upto 50 years)
iv)
Successful
dairy training imparted by the department.
v)
Should
have one/two/four acre of land for the unit of 5/10/20 milch animals respectively or shall
furnish the security required by bank concerned in any other shape as per
their terms and conditions
vi)
He/she
should have sufficient arrangement for growing green fodder for the milch
animals.
Area of Operation :
Scheme shall be operative throughout the Haryana State. However, the diary units will preferable
be setup on the existing or proposed milk routes of the co-operative/private
sector milk plants/chilling centres or local market in a cluster to ensure
milk marketing smoothly.
2.
Special Livestock Breeding Programme
a) Sheep

Female Cross Bred Calf Rearing Scheme:-

The cattle feed is supplied to the identified
female cross-bred calves by the department
of the age group from 4th month to 32 months, as per the
scale recommended by the department.
The loan portion of
the feed is to be collected from the beneficiary at the time of supply of
feed by the vety. surgeon of the
concerned area. The subsidy of the
feed is given at the following scales:-
i) Landless agricultural labourers 67%
ii) Marginal & small farmers 50%
3.
Identified Murrah Buffs. performance recording
In
District Sirsa this scheme was introduced in year 2000 to promote, propogate
and preservation the murrah buff.germ plasm.
The farmers having lactating murrah buff should inform nearest vety.
Surgeon and request for the recording of his buff. The V.S. after certifying, contact the
senior officers and fix up the dates of recording. He also inform the breeders and also
announcement is made in the village.
The buffs are brought in the vety. Institution of the village at fixed
time and date for recording. Buffs are
recorded for four times continuously.
At the final recording, per day yield is calculated. If the yield is above 12 kg., it is
selected for incentive money. An
allotted number is branded on the horn of buff. and on the hoof of
its male calf. The owner also
have to submit an affidavit ascertaining that he will abide by the
instructions of the deptt. This
incentive money is given continuously for three years , if the buff. produces
more than 15 Kg. of milk every year.
The male calf of the identified buff. is also purchased by the
department at the age of 15 months.

4.
Calf Rallies Programme:-
This scheme was introduced in the year 2003-04 in all district
of Haryana. Its main aim is to promote
the breeders for keep good quality breed animals and breed their cows and
buffs through A.I. with good quality semen supplied in the all vety. Institutions of the
district. Four calf rallies per block
have been organised. Good healthy
calves exhibiting pure breed characters of different breeds/species i.e. Murrah buffaloes, Haryana, Sahiwal &
Cross-bred calves have been selected for the prize. Prize worth Rs. 35000/-
is being distributed per calf rally.
Breeders goshthie’s are also organised alongwith these rallies, in
which departmental officers, K.G.K. experts address about the schemes of the
department and different aspects of animal breeding, disease control,
vaccinations, balanced feed and benefits of colostrum feeding and timely
deworming of calves etc. . The querries and questions of the animal breeders
are replied satisfactorily in the goshthi.
These rallies proved very helpful for the breeders and its impact was
felt in the form of increase number of A.I. figures of the buffaloes.

Semen
Transportaion Carrier (Vehicle Swaraj Mazda)
A vehicle Tata-407 is being used for the
supply of liquid nitrogen gas and
semen straws to the 350 vety. institutions of Distt. Sirsa and Fatehabad
regularly. This vehicle was purchased
by DRDA Fatehabad and it has run 2.55 lac kms against the govt. norms of 1.80
lacs kms. Now the condition of this
vehicle is very poor because it has to travl 4000-5000 kms per month. It is the back bone of breeding activities
of the district. The new vehicle
Swaraj Mazda be purchased to carry out
the regular breeding programme of the district.
Approx.
cost of vehicle with accessories is Rs. 6.00 lac.

Supply
of LN2 Jars of 2 Litre capacity
In
this district, most of the villagers of rural area have started residing in Dhanis
and they keep their animals with them.
At the time of oestrus it become vety difficult for the breeder to
bring their animal in the hospital for
insemination. In the institutions a
big LN2 cylinder of 20 Ltr. capacity
have been provided, its transportation
to breeders doorstep is also very difficult. So to provide this A.I. facility to farmers
doorstep, a small LN2 cylinder of 2 Ltr. capacity is reqired.
Cylinder required = 150 Nos.

cylinder = 4000/-

Construction
of new buildings of Vety. Institutions and
their staff quarters
The buildings of the following vety.
institutions and their staff quarters
were constructed 50 years ago.
These are quite old and in dilapidated
conditions. The doors and windows have
broken, roofs are leaking, floors have damaged and are not fit for hospital
work. Similarly residential quarters
have also unsafe for residing. The
staff members are residing in the cities and
are helpless to provide 24 hours services to the breeders. The new building equipped with modern
facilities be constructed at following stations:-

Project No.4
Vehicle for Mobile Vety. Unit
A Mobile Unit for the treatment of ailed animals at door-step in
the remote villages was established in the year 1977 in this district and staff comprising one Vety. surgeon, two
VLDAs and one class-IV was sanctioned by the govt. The vehicle for this unit
was provided by the department of Animal Husbandry and this unit worked for
many years, but that vehicle got unserviceable and was auctioned. Now this staff is working in the Gaushala,
Sirsa. To revive the working of this
staff, a vehicle is urgently required.
A scheme under Sam Vikas Yojna for the propagation of Murrah Buffaloes
in Distt. Sirsa have been sanctioned .
The services of the staff can
also be utilised for the implementation
of this scheme to provide treatment, vaccinations, A.I. and follow-up and
distribution of cattle feed to these Murrah units and other aims and
objectives of this unit will be as under:-

evaluation of serum titer of different

provide on-the-spot clinical diagnostic facilities during the animal health

To
provide extension activities of animal management and health in the
countryside.

To
record the milk of top quality murrah buffs. in different
villages.

telephone facility. The
breeders of the Ilaqa vety. surgeon at any serious emergencies, out break of
any disease in the village and other vety. aids requirements can immediately
contact to vety. surgeon and the vety. surgeon can also take the help
immediately from the senior officers, and the experts/scientists to solve
these problems, by this facility .

Solution
of stray animals
Thousands of stray animals are wandering in the streets of city
and villages for
the want of food and they are eating polythene
bags/cloth pieces, dirt and dust to
fill up their stomach. During night
they go to the agricultural fields of the farmers and damage their valuable
crops. In day time, they roam
about in the streets and bazars and
become the major cause of vehicle accidents.
Most of the cows are left by
the owners after milking. The
male calves/bulls are in large
number. I will advise the following
points to control this menac:-
1.
The
cows left loose by the owners after milking, the owners should be motivated
and warned not to loose them and heavy penalty be imposed on them.
2.
Cattle
pounds should be constructed in every village and city and run under the
supervision and village panchayat and municipal corporation.
3.
All
the male cow bulls should be castrated so that further increase in the
population could be stopped.
4.
Cow
shelter homes/gaushalas be established in big villages of the district. The neighbour villages should also help in
running them. The villagers should be
inspired and motivated by the persons of different departments like
Panchayat, Revenue, Agriculture, Forests and Animal Husbandry etc. The land for these shelters and fodder
production should be provided by the gram panchayats and the infrastructure
like sheds, boundary wall, fodder stores, tubewells etc. be provided by the
govt. These cow shelter should run
their own bio-gas plants, wormipost projects, cross breeding in cows to raise their income and become self sufficient.

Control of
stray dogs
There
is approximately 21795 number of stray
dogs in district Sirsa. Dreaded
disease (Rabies) is spread by rabid
dogs. It causes a great loss to human
being. There should be a control
programme for controlling the spreading number of stray dogs. This can be controlled by sterilization of male dogs by injecting
some chemicals. In
this way, we can save our animals and human being.
